If your site previously had PR of 2 or greater for a number of consecutive months and now the Toolbar shows a gray or white bar (i.e. no green), then you may have been penalized. However, from time to time sites disappear form the index but then reappear the next month. Possible causes include glitches and your site being down when googlebot called.

If your PR does not reappear in the following index, I suggest you spend all the time necessary to try find what could have caused a penalty, yourself. Then fix your site. In other words, you are unlikely to receive a response from google and even if you do, they won't disclose what you have done wrong. So, you'll have to determine the cause, yourself.
