I have to change a few page names that are currently indexed in Google. Is it correct to add META NAME="robots" CONTENT="noindex, follow" to avoid page duplication. All of the links in the old pages have been changed to the new page links.

I would use a 301 permanent redirect to tell Google and the other spiders and visitors that the old pages are now located at a different url.

I thought that was only for redirecting to a different domain. I can add it for just changing page names within the same domain?

yes, it may be used to identify a permanent redirect from one url to another within the same domain.

In addition to the 301, I'd suggest a custom 404 while you are at it just to make sure you capture any visitors that don't end up at a url that isn't redirected (unlikely, but for whatever odd reasons it does happen sometimes). That is the best/safest approach. Setup 301's and use a good custom 404 page to make sure you lose no visitors.

    The noindex,follow can also help.

It takes about 4 to 8 weeks for Google to action it though.
