I've seen that the sites that do well in Google, often have a page rank of 5/6 +. At the moment my home page has a pr of 4 and my inner pages a pr of 3. Am I right in assuming that inorder to get my site to a pr 6 level, I need a link from a page that has a pr 7? Or can you inc page rank in other ways?

You don't have to have a PR5 or PR6 to compete with those websites. You can beat their rankings without having a high PageRank.
However, if you feel that you want a higher PR, then that's fine. You don't need a link from a PR7 site to get to be a PR6, though. You just need a few PR6 links.

So how can this be achieved -what seo elements would you focus on?

good content
links with keyword in anchor
keyword in page or file name
no spam
By the way a page rank 7 will not automatically make you a 6.

It doesn't happen overnight, you won't see an increase or decrease until google re indexes it's pr section, usually about once a month, what you should be happy with ...is that it shows that link back to you.
sheesh...everyone want this stuff to happen like a cell phone call...Right Now.

Hey I thought I was being patient waiting three weeks for Google to pick up the backlink
Even thought the backlinks don't update too often I've found that as soon as Google re caches a page any SEO tweeks come into play straight away, so it's not too bad.
Patients patients patients.....You get so used to things on computers being quick, instanct gratification..you even get bugged by a machine that takes a couple of miliseconds too long to open a document, or a couple of seconds too long to boot...now waiting months for changes is argggghhhh.
Cheers guys - no footprints in my sand pit

Use smart anchor text on your page. I am running a personal website on a free server with PR0 and got a #1 on a 374.000! pages list.
Of course, some links from other pages will be helpful too.

edit_pal,
I'm just wondering why you place more importance on H3 tags instead of h1 or h2.
Not that I disagree, but I rarely get down to h3 on most of my pages and I'm ranking very well right now.

Just a test I viewed that showed H3 outranked slightly the H2 and H1 tags recently in Google results...
Strange but true. The kind of thing Google toys with monthly.
L
BTW I wasn't indicating preference...just tips as to what helps ranking.

That makes sense, If you have a topic in h3 that means you have a consistant topic, and thus whichever topic is in your h3 must be part of a relevant page...err something like that.
