How do you get listed in position 1 and 2 (Adwords) at the top of the main page listings (not the boxes down the right hand side)?

A while back I'm sure I saw something on Google pointing to an image of this area and saying if you have xxxxx advertising budget contact us.

However much I bid, I can't get listed there and believe me I've bid silly figures just to try it out. However, when I do bid a large amount, their listings disappear and no one is listed there. These positions are always held by the same competitors
    .
Why is this? Have they paid for these positions? Is there some kind of position bidding going on?

I asked Google and they gave me the usual story about their system being fair and the more clicks you get the higher you rise. That's fine, but if that's the case those two competitors will always get the most clicks because of the position at the top of the main listings and therefore stay there (that's not very fair). And why is it for low ranking keywords there is often no one in these two positions.

I think the top positions are given to the best converting ads. It is definitely NOT based on how much you spend. I have accounts with Google that spend an average of less than $3.00 per day, and I sometimes see my ads in the top positions (though mostly I see them on the sides). Those ads are always raked "strong" by google and have high click through rates. Also, they are often not the top bidding ads for their keywords.

Google used to sell those ads on a CPM basis, but I believe they suspended that program once AdWords took off. Today, they use those spots to feature the top performing CPC ads.

Based on the results from my account, any ads with a CTR > 10% end up in the "top" spots.

One of my clients has the top spot. They have a very good click through rate (I think 4 or 5%) and they are spending alot of money. I think it's mostly the click through rate.

The main criteria is a combination of relevancy and click rate, your advert cannot be eligable for the banner unless it has been reviewed and approved by an adwords editor at Google.

It is not just about the number of click throughs or the bid price, if you write your ad in the correct way and start with a high bid price and get the ad proofed then there is a good chance you will get the sponsored link across the top, you can then reduce your bid price if the ctr is at a good percentage and still retain top spot, one other tip... you must set your daily budget high, even if you do not need a high bid price.

Finally when the click through rate is high enough Google will check your ad without request, this is why the competitive phrases always seem to have sponsored listings on the top.
