Hello and welcome!
Don't think site, think page. And you can have (at least) 10-15 of them more than enough to deal with 15 key words.
You might also find it useful to think about key phrases, rather than key words.

Most small sites should be being found for multiple hundreds of keywords.
Large sites might have hundreds of thousands, especially when part numbers and such like are factored in.
A single page should be found for a few words, perhaps half a dozen at most.
