There must be hundreds of thousands of web site out there that have a proven history that are currently not being worked and thus not reaching there potential. While most of these are not for sale I think that they would be available with the right offer. But how do I find them? Most listing sites and forums seem to be loaded with junk. Any ideas/suggestions?
I am a very qualified buyer willing to pay a high multiple for an established web site that meets my requirements.

Your best bet is to search for the topic you seek, and make offers for the sites that appear to offer what you seek plus potential for more.
Be warned that many webmasters get 'silly' high multiple offers that are beset with conditions, and end up being insulting and stupid ... so many will not even reply.
But I know of no short cut to find a site that has not declared itself for sale.

Thanks for the reply. Is this any way to determine that a webmaster has lost interest a site? Are there any clues that they might be considering to dump a site prior to them actually posting it for sale?

Look for sites that have not been updated recently. Also old, if not obsolete, but no-longer-current, tech on which the site was built is an indicator that the current owner is no longer putting in the effort/time/money required to keep the site 'fresh'.
An amazing number of sites have copy write notices that are out of date; a good clue as to an abandoned site (or a dolt Web Master).
Or try looking into sectors that are currently taking a beating in the market. Real estate, for example, might be a good place to go hunting. Many RE Agents set up good site(s) in the bubble days and have basically abandoned the site today. However, if you are willing to re-capitalize the site and wait a few years for the market to recover, you could do very well.

There are some softwares that can track website headers, which basically display info like when a page was last updated, server info and so on. If you have FireFox, I believe they have such a plugin.
What I'm not quite sure about though is how it deals with dynamic pages (rss feeds, etc). As for obsolete tech, well.... that all depends. Some webmasters prefer to keep it simple and please the engines while others throw all caution to the wind

It seems you're not really ready to answer any of your questions yourself, or do a simple google search all by your own, or just use simple logic, such as just start searching and looking for clues.
Make your own research first! And then if you have spent hours or days on it, then start asking questions. The least that time would do for you, is that it would give you some clue what you're asking about.
