Do free banner exchanges still work?

If so, could you name a few?

This is just a personal opinion, but I don't think they've ever worked well.

Silv is right, they've never really "worked". Banner advertising that is not extremely targeted, in my opinion, has never really "worked".

What seems to work now is on-topic advertising--er, contextual advertising.

Free banner exchanges could work just fine--if they are targeted to the appropriate audience. If the right audience sees the banner ad then you'll get a better click-thru rate. Most free banner exchanges don't work well because they're not targeted to a specific audience.

Probably worth mentioning too that almost all the free banner exchanges are horribly unmoderated. Once you're in, you can do what you like. Bury the banners, stick them in banner stacks, etc. - the networks don't seem to care. Banner exchanges are only as good as what the members are prepared to put into it - and in most cases that ain't much.
