Are sites where you can purchase traffic pretty-much a waste of time and resources?
I have used a few and although there seems to be a boost in traffic, the traffic seems to be non-convertible.
Also there is a discrepency between how much traffic is sent depending on what log analysis tool I use, one tracks 10,000 visitors the other about 1300.
Just wondering if anyone uses purchased traffic and if so, which one has worked for you?
Thanks.

Yes. They're pretty much a waste of time if not a scam.

That's typically the case, as the majority of those "visitors" are bots and not real visitors. And if they are real visitors then most likely they won't convert (i.e., make you any money) because they're generally not going to be looking for what your site has to offer.
What you really want to focus on is getting quality visitors looking for exactly what you have to offer. Consider this (I've said it a thousand times):
I could send 100,000 real visitors to your site. But, since those visitors are teenagers who don't have credit cards, they will never buy something on your site or use your shopping cart. Do you still want those 100,000 visitors to your site?

I appreciate your response. It's easy to make a client go "Wow!" by seeing their traffic go through the ceiling--but eventually they start wondering why they can't convert the traffic into $$$.
Then you need to explain how it really isn't traffic--useful traffic anyways.
Thanks for confirming my suspiscions.

I think you are far better off working on quality traffic--I would prefer 100 solid visitors a day to a million exit views! Have you tried article marketing?
