does participation on blogs with inbound links count ? Thanks. Can anybody shed some light on how they are using the blogs to its potential ?

If you are planning to do comment spam, most of blog software put rel=nofollow tag to the links posted in/with comments. So it is useless.
But you can start your own blog to promote your products/service.
There are some blog link exchange services like blogrolling.com Also there is blogroll links in WP software. I am new to blog, so I am not sure how it works, yet.

Thanks. So if I start a blog I would get only one link
per blog ? Is that correct or can I get more links counted as more then one ? I am also new and not sure how blogs can benefit the link/ranking .. Can anyone give some input ?

IMO, don't do it to get links to your site. Make blog part of your site. Imagine, the blog as your site where you are selling your services and products. And blog link exchange services will help you to get many backlinks to your blog i.e. to your site.
Result -
Blog will rank high...
People will come finding it using search engines..
They will read about your services and products and may buy something. That's your sale!
