I am confused about this. Is the idea to find relevant blogs with good PR and somehow comment on it and include an anchor text link?

thats one way, just make sure to watch out for the bloggers TOS guidelines. Over and over agian you will see that the advice here is to not chase PR. what i find is that instead of chasing tons of links and PR, the links from relevant blogs and articles coming into a targeted landing page within my site actually convert. i'd rather have 5 hits that convert than 500 that don't.
you can also write blogs and then submit them to sites like digg and bloggerschoiceawards
