Please, could somebody mention some clear example of how and how much to charge for SEOs optimization?

It really varies, but a lot of SEOs charge an initial fee, an hourly charge to do the work, and a monthly fee to keep things maintained.
Others charge a retainer fee along with a monthly fee to keep things maintainted.

That question is kind of like asking how much to repair my car - without knowing what the damages are...
By asking that you also show that you are a rookie or know little of the industry and hence you should be paid or expect to be paid less than someone that has been doing it for sometime.
If you are using the information to see if your SEO guy is jerking you around ... the two variables mentioned below should be taken into consideration
1) Is he/she new to the game?
2) Do they have proof that they know what they are doing works? (that means real testimonials not just ...we know I guy that knows a guy stuff)
In my practice I have noticed allot of web designers "say" they do SEO but rarely do many of them actually produce what they promise, its funny when I start to talk to some Web Designer who is looking for another angle because the Web Design industry has been whored out so much by teenagers living in mom and dads basement with a crack copy of Dreamweaver and Photoshop.
IMO I would suggest if you are new to the game, try to get a Q1 or a Q1-Q4 contract and measure everything you do from the start so you have absolute baseline data of what the site was at stage A and what the site is doing by stage B.
Most SEO techniques don’t just work overnight... give yourself at least two quarters to prove yourself, and be clear that if you screw up on their dime.... you will be terminated (that is the life of a rookie)
Make sure you have measurement tools in place so you can see bailout rates, site movement, referral URL's etc. Test-Measure-implement.... You need to be able to prove your ROI or you will be gone...
Create lots of reports so your client doesnt think you spend your entire day playing games and looking at porn when you are getting paid.
Be honest... if you dont know, dont guess... tell them you will get back to them with the correct data.

No two market places are ever the same.
I always find it very easy to explain why our costs are totaly bespoke. Clients seem to appreciate that they won't get charged for optimisation they don't need too.
Charge as much as you're worth. If you don't get the sales from that then look at either bringing up your skills or marketing - or bringing down your price.

But let's say some site is in the 31st position, and I can get it to the 2nd with the Vinci Pijamas phrase keyword in Google.
How much would you charge the client?
I'm not used to this. I'm really a rookie in SEOs, I'm from Brasil and nobody cares about it here. Unbelievable.

"bringing up your skills or marketing" - very wise. Just as every successful optimization project will boost confidence, so will every sales pitch. I've seen pricing from $150 to $15,000.

It depends on how much time/work is needed, in my opinion. Rates would be higher if you have a good solid track record and long term results.
