Please, I really need some help of everybody whose read this forum!

I’m developing a web site with the topics below. How can I organize and what kind of SEO should I use on it?
I’m absolutely lost! I don’t know how can make a project of SEO on it.

The site will have around 550 pages.

Please…
What would you do since the beginning?
How would you use the SEO?
What do I need to do to be well ranked in the SE with all of the topics below?
What kind of advise should I listen to?

Take a look at the layout of the DMOZ directory. You might think about categorizing all of those pages. If you include an opening paragraph on each category and probably a summation paragraph, it would optimize nicely. Take each section one by one.

Thanks for the tips Yellowwing.
But, I'm in doubt with something... May I have different and optimized Meta Keywords and Content for each page I'll create?
Like in the topic Cities, for exemple... Do I have to create different "METAs" for each City I'll board? And is it recommended I to use this segment for each topic?
Please, explain me a bit more, if possible.

I really apreciate anyone's tip.

What would you do since the beginning?

For me, there is too much to start with. But I would first create the site. Then look at my budget and ajust it acordingly. After determining budget, I would then determine how to distribute this money between A)Food, rent, etc - this while I optimize B)PPC, Banner ads, pop unders, etc

Optimize your pages, get quality links from highly relevant sites to the specific pages you whant well ranked, and pray to god.

What kind of advise should I listen to?

Answer: Successful advice (like my advise rolleyeys ). How do I determine what is succesful advice? Trial and error.

Do I have to create different "METAs" for each City I'll board?

No, but it would help. Creating different metas for each page is not nesesary, but it will definitively help the optimization proses.

How would you use the SEO?

SEO stands for Search Engine Optimization. You don't use the SEO, you do it. How? By making changes to a web page in order for it to come out on top of the SERPs (Search Engine Result Page) for the keywords that are relevant (related) to your web site/page. Where can you learn to do this?
A: By finding a good guide
B: By reading these forums
C: All of the above (that is what I did)
