If I link a HIGH PR website to Zero PR website and vice versa. Is it going to affect HIGH PR website in terms of its ranking or popularity?

it shouldnt do as long as the site is not banned and it's relevant. I think?

You don't lose PR by linking to other sites.

You can get penalised for linking to "bad neighbourhoods".

Looking at all aspects of SEO, if the site is tweaked well, approximately how long should it take to have some ranking on the website.
