The more I think about it, I dont want some random company to do my site. I would be willing to pay more to have one of you SEO guys build it. They want 400 I will offer 650. Especially you moderators and experienced SEO pros. All i want is a basic site that is SE freindly.

matt - my personal opinion is who ever you use, do not use THEIR hosting service.
That gives someone way too much control in my opinion.
They can recommend a host but make sure you are on your own server and have all the passwords and such so you can access and control the site.
If things go sour you don't want to be in a position of not having control of your own site.

Register the domain name yourself so that YOU own it. You're not at the mercy of the hosting company or any rogue designer in that case.
Get your own hosting, separate from the registrar (and especially separate from any designer), so that your site can't be held to ransom by either one of them.

I have worried about that with the sites my father is currently using, thanks for the heads up though in the future i will make sure i own the domain and host it with an outside company. Any suggestions for whom i should host with. And once the site is built how do i transfer it over to be hosted.

You usually use FTP to transfer the files from your computer to the server machine.
There are many free FTP programs out there, to try out: FileZilla, Core FTP Lite, and so on.
