You mean?
- using Frontpage to make your site. If so, then it doesn't hinder rankings unless your code is all messed up, and frontpage can make a right mess sometimes. Always validate your code, but also try to ensure you avoid code bloat. Use CSS if you can.
- having a front page, or introducion page on your site. Well, every page of the site should be indexed based on the content, title, meta desciption and so on. You can lose PR if most people link to your intro page and then visitors then have to make another click to get to your main site navigation located on a second page. I dislike the simple "enter" pages, and since search engines index all pages of a site you can never guarantee that visitors will arrive there anyway. I would make the index page have the main site navigation and an introduction text and avoid the visitor needing an extra click to get in.
Keep the "entry page" type site design for $p0rn sites where they confirm your age and have loads of (meaningless) disclaimers before allowing entry.

I do not use FP myself. I did at one time research the cure for FP bloated code for a friend. I did not save the link, but I found an article explaining there is an option in FP to turn off FP html extras or whatever M$ calls the feature. I am sorry this is not great help, but search through all the options/preferences and try to find the relevant feature to disable.
In the article the author was explaining that once this was done, and CSS was used instead of the <font>, then the bloated code of FP was greatly reduced.

Use GoLive, it has an option to rewrite the code.
So even if you are comfortable working Frontpage (Gr..), you can rewrite the code in Golive and check and upload. Please keep another copy before trying this.

I agree that FP does produce some unnessary code, but it can be set to just use the code you want or need.
With that said, I have several sites and client sites that use FP unmodified and with extremely good results. Let face it, the end result is HTML code and that is the code that the spiders will read. GoLive does a great job in validating HTML as do many others. But if you keep the the basics, FP is a very good wysiwyg editor and with a few tweaks of its options, it can be a Great editor.

Nowadays, with so much emphasis on off-the-page factors, it really doesn't matter if you're using MS FrontPage or not. You can pretty much use whatever html editor (or web page editor) you want.
What's important is that you have access to the actual html code where you can change some things on the page that you need to change.
As far as MS FrontPage goes, I can tell you that it is not a hinderance to getting top rankings.

With all this talk about frontpage are we sure that we are actually answering the right question?
The question might have been about having a front page (or "entry" page) on the site!

surely his fault for not asking a legible question?
an entry page should always be avoided, they're *very* poor for the search engine as they place all links a level below their natural spot.
i can provide examples by email which confirm my feelings on this.
