How can you be an expert when you haven't done this professionally before?
You become an expert after doing the stuff professionally generally, especially seo. Can you show results in difficult areas/keywords? Have you survived a major update? Do you know what that means?

no problem with trying, but you have to be realistic. Also, calling yourself an expert when you have no real experience is misleading. An internship type situation is what this guy should look for.
The amount of serious damage you can do if you don't know what you are doing as a beginner seo is hard to calculate, but the clients sites which explode and collapse on the next update due to bad methods being employed are not hard to see.
But really, you can't call yourself an seo unless you have successfully got rankings for difficult topics, consistently. And those rankings have survived updates.

You state that you are an expert in search engine submission.
Did you know that is a complete waste of time? Hang around here for a while. You will learn a lot.
Bookmark this thread, then return to it after you have studied and worked as an SEO for a couple of years. You'll know then why people are dismissive of your post.

he is asking for $150-$200 a week doing SEO.
You would be paying for what you are receiving, he is no expert, but somebody willing to work for a small fee to learn more.
I think the proposal is fair.

That's good for an internship, again, where the person without the necessary skills is working directly under somebody who knows what they are doing.
Again, this has nothing to do with money, until you have the necessary skill, experience, and knowledge, you can permantly destroy a clients site by simply doing some typical newbie mistakes, those are the mistakes I see here constantly.
After you've destroyed a clien't site in this way, what are you going to tell them? Sorry? The damage can be permanent
