You can do the same thing using Overture's (Yahoo! Search) keyword suggestion tool and a spreadsheet - for free.
Just type in something related to your topic, press the button, and related phrases are shown - copy & paste into your spreadsheet.
You can then use the spreadsheet, in most cases, when uploading phrases into a PPC account.
Just make sure you take the time to read every phrase and take out anything odd - you WILL find things the systems thinks is related, but when you search on it, it returns unrelated content & websites.
No system can understand "context" very well - that's why it pays to run through the suggestions by hand yourself.
Here's a link to the overture tool:

No need to pay for this when it's free.

Even better than that, go ahead and pay for a day's worth of access to Wordtracker. It will only cost you about $8 and you can compile an awful lot of data in that time period.
Whether or not you need thousands of keyword depends on the size of your site. You can only optimize a page for two, maybe three phrases at the most. So if you have a 20 page site, you are going to be able to optimize for about 50-60 phrases.
Now, if you have a 2000 page site, then sure, you might be able to target 4000 or 5000 phrases, but that's still pushing it.
Keep in mind that if you optimize your site well, you're also going to rank for tons of variations that you've never even considered.
