What a question!
Submitting a site to directories is one thing you need to do. Submit to DMOZ first, then find other relevant directories to submit to.
How old is the site? If it is a new site, you will struggle to get any rankings for about 6-9 months.
You have a lot to learn. Stick around here, read then read some more and ask questions along the way.

for the search engine submission part of that question, you don't have to submit to search engines, you need links from other websites to you, that will help

I think perhaps you are trying to run before you can walk.
Are you working as an SEO?

You should do PPC to get that many customers. A new site can't get that much traffic from organic search engines unless your site is about some current HOT topic.

Free directory submission is one way to improve ranking. First submit your site in Dmoz then submit your site in relevant directories.
Regarding submission in search engines, there is no need to submit your site in search engines. Just get more backlinks & search engines will list you.

Sounds like your client made a huge error in judgement.

I had a friend who wanted me to do something like your client is asking from you - I told him the truth about the sandbox and 6 - 1 yr and all that and he hired someone else that does not even know what SEO stands for !
Everyone wants the success TODAY - it does not happen that way...... it just doesn't.
I suggest you get some facts together and take them to this client and show him that what he is asking is not possible ( at this time ) - every site has to "pay their dues".
Best Of Luck !

Much depends on the industry and the budget, it is possible to drive that traffic from general SEM practices but it is a tall order for a new website given the time frame.
If it is mainstream such as property, recruitment, holidays etc then it can easily be done through ppc and affiliate traffic providing the budget is there.
Organic search positions will not do it though, and you can join as many directories as you like it will not give you the profile in everday listing in that timeframe.
Is the requirement for this period only?? If it is then don't waste your time just get his budget up to a level so that you can drive the traffic through ppc.
Organic listings will take weeks to show and the effort needed here is not worth the return if your client ends his commitment after 4 months.

It depends upon those free directories traffic. If they have good traffic for your targeted subject then you may get few referral from them.
Search for related sites and exchange your link with them. Try to do homepage exchange or similar. Those links will give you more traffic than the standard link exchange pages.

hi
Most of the efficient directories are human editors
even though u submit ur site to the free directories
so it will take nearly 1-2 months for them to list ur site in their directory.

yes ..Submission to directories is somewhat useful to increase the PR but it will take some time to place your directory because most of these directories are human editors they will thoroughly read research your site and if it satisfies their criteria to place the directory then they will place your directory...
but some paid directories will place your directory after you paid the money to them and they will tell you that we aill definately increase your web traffic but actually they will not do that.. it is not for all directories but some will do like that.. but Yahoo, GoGuides , DMOZ .. etc all are good direcoties to place your site.. these may be useful to you..
but it is somewhat difficult to get over 50,000 clients to your site in that short period... so you should optimize your keywords well and you have to bid reasonably to the effective keywords to place your ad in a good position...
