MSN consider backlinks. So to get high ranking in MSN try to get more backlinks. Submit your site in directories, update content regularly, and use targeted keywords. All these points will help you in getting more backlinks. MSN considers on page factors. So focus on those points while optimizing your site.

MSN is a strange fish indeed.
I made a site approx. 3 months ago relating to tourism in one of European countries.
I have optimised this site with Google in mind and within 3 weeks I reached top positions for certain keywords in MSN very easily indeed.
Does it pay off to do it for MSN though? Not in my case.
I personally do not even bother with this one or with Yahoo but then again you never know if situation will change and this engines will bring me some money.
If you want MSN to notice your site I will personally invest some time in writing a good content and including meta tags with good description title.
