Hi,
I have a site that I would set up a reciprocal link with. The site is relevant to my site topic, but the PR is only 1. Not that my site PR(3) is breaking down any doors or anything, but would you recommend I trade links w/ this site?

If the site adds value to your site visitors and you are not worrying about losing your visitors, you can do it no problem.

If you are doing this for search engine reasons then it is not worth it. Reciprocal links are pretty much worthless for SE and PR reasons. HTH

Yep, if that relevant reciprocal link is helping in getting more traffic then that link is not harmful. But reciprocal links are not useful for search engine ranking.

I would focus more on getting multiple one-way backlinks and less on reciprocal links. Of course, the higher the PR, the better, but I think a link is a link.
