Yes, generally speaking more links from sites that share your own topic will help. The more links you can get from unique websites (two links from two different sites is better than 2 links on the same website) the better.

They only help if they are from trusted sites, with related topical content.

so if my website is about travel and tourism the only way that the links would work was if they were on another travel and tourism site.

Yes, links from travel and tourism sites would be best. However, if you have properly laid out your site pages based on geography, links from specific other sites to specific pages on your site could be more effective. For example as a travel site, you may have a page optimized for traveling to Bermuda. Links from Bermuda related sites to that page (using Bermuda + travel related anchor text) could be more effective than links from the same site to your homepage.

The most important part is to have a good plan for the layout of your site, create good content around that plan, and then have a link exchange that reinforces the content and your site structure.

    Good luck!

While you need to share as many keywords as possible with your link partners, beware of formalized link exchange systems. Link exchanges with web-rings and other mass-linking systems will actially count against you in most cases. Google wants relevent, natural links. Google doesn't want people taking shortcuts to success.

In other words, one relevent link at a time, no shortcuts, no get-rich-quick.
