What is the best way to find out who is linking to my site? And is there a way to find out when a site's link is going to appear as paid to google. For example i have found that many sites have a recip link form for viewers to fill out. How can i find out if those are going to be worth anything to google.

Reciprocal links are very rarely of any value, and are a high risk activity, unless they are for a related site ... and even then, you'd be wise to be careful.

With paidlinks, the situation is more fluid. Google have long deprecated such links, but only recently declared open war, and by inviting reports, they are both admitting that they don't (yet) have a 100% successful way of detecting them - and that they are working hard on tweaking the algo.

My impression, which does involve a fair bit of reading between the lines, is that they have little trouble in detecting industrial link sellers, or silly sellers (site wide links, etc., etc), but they are not so good at detecting the occasional single paid link. And neither are they so concerned. Yet.

For Google, the paidlinks issue will not go away, and we can expect more wailing and gnashing of teeth as the noose tightens. Which it surely will.

Find out who's linking to you via webmaster tools - or Yahoo!

Google's advanced search has an option for this...there are also sites like searchbliss and others with this functionality, but the results are mixed. You could also simply search for your http and see what comes up, I've done that.

Yahoo SiteExplorer gives more complete coverage than any public data shown by Google.

However, Google WebmasterTools gives lot more information than the public view.

Google Webmaster and Yahoo Site Explorer are best way to find the websites linking back to your website.

link:yourwebsite.com can provide the backlinks status on search engines only after backlink update which take place after a certain period.

You can check the presence of your website link on other website by searching just your website domain on search engines. You will find a good list of websites having link to your website. But be aware that some of those links may be there with no-follow tag.

    All the best...
