I have seen some of the title of websites includes numbers like ஐ, ♦, ♦, ♦ etc.
<title>ஐ Website Development NewAgeSMB is a complete Website Development service provider company offering website development </title>
Anybody knows why and what is the purpose of using this numbers in to the title tag

its a character set issue (UTF-8 or ISO-8859-1). these are ascii code numbers and serve no purpose other than to show that the webmaster does not know what they are doing and are not qualitifed to be a websmaster.
in some cases the webmaster is trying to put in a character like a heart into the title, but the browser doesn't show the character, just the ascii or hex number
either way, don't do characters in your titles and if you have code sticking out, fix it.
is it your website that you are referencing?

The answer provided earlier today over at IHU was this:
They're Unicode Tamil characters.
Unfortunately they won't display properly unless you have a font that contains Tamil characters within it's font table so I would advise against using them, ( unless that company is only promoting itself to Tamil prospects ).

Or Malayalam (another language from the Indian Subcontinent) which shares the same character. If this is a ploy to get IBL for the site in question, it fails miserably. This character is phonetically the same as "ei".
