If page A links to page B with 3 links (top nav, bottom nav, and in text), does page B gets 3 "votes" and page A counts 3 outbound links, or the number to the outbound links to the same target is irrelevant for both A and B pages?

I don't think internal linking would be considered as outbound links... you are navigating around your site, not out to another site.

Am I wrong?

hmm, missed this one, the best answer is... it depends.

Some people have done various tests and have reported that it's only the first link the search engines find is the only one to be recognised, some have reported that the middle link gets recognised and same for the bottom links.

The best way to do this is to test, try using a unique anchor text for each link and see if Google favors one over the other as no 2 sites are the same, it really does depend.
