There are a lot of activities that seem to fall under SEO, which of those activities are your top 10 must do SEO activities for a business that is just starting out?

The 4 steps to SEO success are:
1. keyword research
*Targeting right keywords.
*Keywords Relevancy.
*Letting the search engines know about our web site so that they can analyze it with a view to determine the relevance of our site for the keywords we have targeted.
2. search engine optimization
*on-page factors: these are the things on your web site that will influence the search engines eg. your meta tags, length of pages, text links, . . .
*off-page factors: these are things outside the design of your site that will influence the search engines eg. how many sites link to yours? what is the ranking of the sites that link to yours? what is the text of the link on the sites that link to yours? . . .
3. search engine submission
*you tell search engines about the existence of your site.
*you ask the search engines to evaluate the relevancy of your site for the keywords you are targeting. This process is called "indexing".
*things you should know about search engine submissions:
1. there are programs you can buy that will automate the whole process of submitting your site to search engines. These programs typically are installed on your computer and run on your computer. You will of course need to have an Internet connection in order to use these programs
2. there are free web sites you can use that will do the submission for you. Some of these sites will ask that you first place a link to their site on your home page. If you are not happy to do that, then don't use their service. There are submission sites that place no such conditions on you using their service
3. there are paid web sites that will do the submitting for you. The prices they charge varies greatly. Some, as part of the fee, will submit your site monthly for a period of time. If you are happy to use a paid service, then shop around for the best deal
4. some people have reported that they only use free submission sites and that they have been very happy with the results
5. other people have argued that you should not use free submission sites as search engines don't like them. It's up to you what you want to do and who you will believe
6. when using online submissions (free or paid ones), be very careful about where they will submit your web site. Some will claim to submit your site to 500,000 search engines . . . are there really that many search engines on the Internet?
7. do not use submission tools (programs or web sites) that submit to so-called FFA sites as most search engines will penalise web sites listed in FFA's. In case you don't know, FFA are "Free For All" sites where anyone can place an ad for their site
8. submitting a site to a search engine does not guarantee that it will be listed in the search engine results. Nor does it guarantee that your site will be listed high. All you do by submitting your site to a search engine is ask for the search engine to evaluate the relevancy of your site for the keywords you are targeting according to the rules that the search engine is using. If your web site is not properly SEO optimized, then it won't get listed high
9. some search engines will accept a submission every day (such as Google). Others won't
10. if you submit your site too often to search engines that don't like repeated submissions, then you could get black listed by them. We would recommend submitting your web site once a month only. And if you find that your site is not listed after several submissions, then have a very close look at the SEO condition of your site, looking at both on-page and off-page factors
11. some search engines will only accept a submission for your home page. It is not clear if they will spider your whole web site from your home page or whether they will just spider your home page
12. other search engines, after submitting your home page, will automatically index your whole site by following the robots tag you have set up (Google does that) and the links on your home page
13. some search engines require you to submit all the pages you want indexed
14. as a rule of thumb, all the pages you want indexed by a search engine should be no more than 3 clicks away from your home page
15. NEVER SUBMIT YOUR SITE TO A SEARCH ENGINE UNTIL YOU ARE SURE THAT IT IS PROPERLY SEO OPTIMIZED. More harm than good can come from submitting a site that is not ready to search engines.

goole,yahoo,msn tell in their guidelines to not submit a web site but rather get some good links and their spiders will find you.

Generally and in most cases, you can safely skip/ignore information followed by 'search engine submission' and/or 'Keyword (insert hyped up words like Density, Frequency, etc. here)' - you won't miss anything important.
Inbound from a site/page that's already indexed will get you indexed. (assuming that nofollow was not used for the inbound...and you have not restricted crawling process via robots.txt and/or meta-)
However, if you feel an unstoppable urge or need to submit your site to SE...use that particular SE's site/page submission page (if you have an inbound from a site/page that's already indexed, your site will be indexed..true story).
Here are manual URL submission pages for Google, Yahoo and LIVE (but seriously, if you have an inbound from a site/page that's already indexed, your site will be indexed)

There absolutely is no reason to
1. Pay to have your site submitted
2. Use software to submit your site
Once indexed, monitor your site's crawl-status with Sitemap. You can visit Sitemaps.org for more information.
However, Sitemap does not directly affect your SERP position - it's not something that you must have to have good SERP positions per se. Just wanted to clarify in advance.
As for Keyword (this and that blah blah blah) factors...create a natural content for your prospects. Your keywords (and they will be relevant..true story) will follow naturally.
Keep in mind that any given single page cannot Naturally and Effectively cover many keywords/phrases. I'd say 2 keywords/phrases/themes at max...but this is where you must learn to draw the line for yourself and your business.
If you have a page that top ranks for Multiple keywords/phrases, grats...I'd hate to see conversion or monetary contribution from that page. But hey, if you got that going too...why are you reading this thread??? Troll!!!
As for my priority list goes..
Site Taxonomy (covers most of the 'indexability' issues - including server-side)
On-page Usability and Conversion Factors (translate into on-page SEO factors)
Properly passing link juice/value/etc. (internal and external) - this essentially is a link strategy/campaign and some (but important) SEO factors such as title.
