I purchased Optilink and so far have been pleased with it. There is only one gripe I have about the software: It doesn't not tell you the percentage of incoming links that contain multiple word phrases...only singe words. For example, if you want to know the percentage of incoming links to your site that say "widgets" it does beautifully. But if you want to know the percentage for "blue widgets" you are left with trying to calculate the data by hand.
I've talked with the creator of the software and he indicated the next version may have this multiple word phrase capability.
All in all, it's the best link analyzer I've ever seen.

I am also thinking about getting this software. Can you tell us if by using this tool, you are able to determine whether there is any truth to the myth that outbound links lower PR?

You won't be able to determine whether there is any truth to the myth that outbound links lower PageRank. You should use a PageRank calculation tool to determine that; there are many websites that offer that for free.
As far as Optilink is concerned, I recommend use of it to see exactly why certain websites are ranked where they are ranked.
About the "percentage of incoming links that contain multiple word phrases" feature that you wish was there? I recommend that you send an email to Leslie Rohde, the creator of Optilink, and suggest this to him. Perhaps he might consider adding it as a feature to an upcoming release.

Are you talking about tools like Alexa? Are there any of these tools that would get you in trouble with Google?

Can you give us an example of how it does that? Like for example, does it look at the inbound links of a site and indicate which ones are most valuable or worth going after?
As you know, you can do searches on certain SE's that will show the inbound links of a particular site. I have oftened wondered if the search results pages of the inbound links are in order of importance. So if you are going after the cream of the crop when link hunting your competitor's links if you would be better off with just the ones at the top of the results.

Any URLs you could provide where I could find a PageRank calculation tool? Thanks!

i used those pagerank calculators and it was fun and all. But if you are serious about implementing everything on your calculators experiment then be careful. Why? i wouldn't have said these things 3 days ago bcoz i believed in them. Now i am not so sure. The calculator will give u results which say that giving outbound links reduce PR. Theoritically correct but practically will it help you? you may want to see "the second eigenvalue of google matrix " thread in google forum.
