1 - not sure - every month or two?
2 - it's possible, but the wait is measured in YEARS - just submit, choose the option which is NOT hte one where you pay, and you're in.
best place to start is in the category you want the site listed - there's a "Submit a site" link - should be up top of th epage. Follw the instructions carefully.
